Pesuruhjaya Tinggi Bangsa-Bangsa Bersatu untuk Pelarian (Inggeris : Office of the United Nations High Commissioner for Refugees (UNHCR)), juga dikenali sebagai Agensi Pelarian PBB merupakan program yang dimandatkan oleh Pertubuhan Bangsa-Bangsa Bersatu (PBB) untuk melindungi dan menyokong pelarian atas permintaan kerajaan atau PBB sendiri dan membantu penghantaran pulang secara sukarela, integrasi tempatan atau penempatan semula ke negara ketiga. Ia beribu pejabat di Geneva, Switzerland, dan dianggotai oleh Kumpulan Pembangunan Bangsa-Bangsa Bersatu.[1] Pesuruhjaya Tingga Bangsa-Bangsa Bersatu untuk Pelarian ini telah menerima Hadiah Keamanan Nobel sebanyak dua kali pada tahun 1954 dan 1981.[2]
