Philip John Noel-Baker, Baron Noel-Baker, PC (1 November 1889 – 8 Oktober 1982), lahir Philip John Baker, adalah seorang ahli politik, diplomat, akademik, atlet British amatur yang cemerlang, dan pelopor yang terkenal untuk perlucutan senjata. Beliau membawa bendera pasukan British dan memenangi pingat perak untuk 1500m pada Sukan Olimpik Musim Panas 1920 di Antwerp, dan menerima Hadiah Keamanan Nobel pada tahun 1959.

Noel-Baker adalah satu-satunya orang yang memenangi pingat Olimpik dan menerima Hadiah Nobel. Beliau adalah anggota Parlimen Buruh dari 1929 hingga 1931 dan dari 1936 hingga 1970, berkhidmat di beberapa pejabat menteri dan kabinet. Beliau menjadi rakan seumur hidup pada tahun 1977.
